February 11, 2004 Ms. Cyndee Readdean I know you and your associate have been in communication with Tim Higgins, the Lincoln Town Administrator, with respect to your January 30, 2004 request to film the discussion at the Annual Town Meeting on March 27 with respect to the METCO Program. I believe that Tim has indicated that as moderator, it is my duty and responsibility to preside at and regulate the proceedings of, the Town Meeting. In considering your request, I have consulted with other Town officials who are directly concerned with the Town Meeting proceedings, particularly the METCO discussions, namely, the Board of Selectmen and the School Committee. I have also considered the past practices in Lincoln with respect to any broadcasting or recording of the meeting. It is interesting to note, and relevant, that our meetings have never been broadcast or televised, even on a local access channel. Furthermore, we have in the past refused requests for taping the meeting. It is the unanimous recommendation of the Selectmen and School Committee to me that we not permit the filming of the upcoming Town Meeting. With this background history and recommendations, I have decided not to accede to your request, as I believe it could inhibit the free and full discussion of METCO at the Town Meeting. I don’t want anything to affect, or be perceived as affecting, the process of open and candid discussion of matters which come before the Town. I hope you can understand my reasoning behind this decision. We have had in the past and will no doubt have at this Town Meeting press representatives present and there will be a table set up for reporters at the side of the hall, and you or your representatives are welcome to be there as well. Of course, I have no control over any interviewing you might wish to do outside of the school building with anyone who is willing to talk to you on camera.
