Rural Land Foundation to "40B" Lincoln
The RLF confirmed at last night's (1/14) Planning Board meeting that it will propose building an undefined number of units (one source: 16-20 units) above the existing Lincoln Mall in South Lincoln.  Under the 40B guidelines, developers can avoid certain town zoning regulations if 25% of the units are set aside for moderate -income housing.

It is unclear whether the units will be rental or condos. The RLF plan also calls for increasing the commercial space at the Mall. Such mixed-use 40B developments are considered rare, according to one member of the Planning Board

Election Update:

Race for Selectman?
North Lincoln resident, Mark Pierson, has pulled papers and is considering a run for the vacant seat on the Board of Selectman.  Sarah Cannon Holden has previously announced her candidacy.  Pierson, a frequent attendee at Selectmen meetings, authored the warrant article at last year's Town Meeting requiring committees to post meeting agendas and minutes on the town website.

Troy decides not to run
After pulling papers to run for re-election to the Housing Commission, Mary Troy has apparently decided not to run, leaving that seat vacant (for the time being).

School Committee: One per, More coming?
Each of the three available seats on the School Committee now has one candidate. Dennis Picker and Julie Dobrow are both running for election to the seats they were appointed to fill.  And Sandra Hessler has pulled nomination papers for the seat currently held by retiring School Committee chairman, Sue Hollingsworth.  Rumors abound that further candidates will step forward to challenge them.

Political newcomer, John Snell of Old Sudbury Road has pulled papers for a seat on the Planning Board.

Candidates for re-election
Roy Raja (Treasurer), Dr. Arnold Weinberg (Board of Health), and Andy Hall (Water Commission) have all pulled papers for re-election to their posts.

School committee considering METCO ballot question, warrant article
Three months after the conclusion of the METCO Forum, which appeared to show strong support for the program, the question is back before the town.  The school committee is close to approving a METCO-related warrant article for next March's Town Meeting, as well as a non-binding referendum to appear on the ballot at next March's town election.  The committee will make its final decision on whether to support the initiative at next Thursday's (January 15) School Committee meeting.

School Committee considering ways to avoid $151,000 override request
At its January 7 meeting the School Committee discussed items for its recommended budget.  These include:
     $38,000 for classroom assistants
     $10,000 for professional development
     $43,000 for an additional bus
     $40,000 for arts programming
     $20,000 for enrichment programs

School Committee members stated that the committee continues to work with the Finance Committee to find ways of avoiding an override.  If the FinCom allocates additional funds for the school's base budget, the school committee is considering
adjustments to its recommended budget that could avoid an override request,
or reduce the override requested.  The School Committee will discuss this again at its meeting on 1/15 and forward its decision to the Fin Com.

Cannon Holden to run for Selectman
Former candidate for Lieutenant Governor in the 2003 election, Sarah Cannon Holden, has pulled nomination papers to run for the seat on the Board of Selectmen being vacated by Penny Billings. Her announcement letter will appear in this week's Lincoln Journal.
